Responsibilities
Lynker is seeking a talented Communications Specialist to support the National Oceanic and Atmospheric Administration's (NOAA), Office of Coast Surveys (OCS). The Office of Coast Survey (OCS) manages the National Oceanic and Atmospheric Administration (NOAA) nautical charting and data collection and information programs. OCS manages an integrated suite of programs in hydrography and cartography to help protect life and property, support economic growth and development, and protect the environment in support of the overall mission to promote safe navigation. OCS is responsible for charting United States (U.S.) and territorial waters to the limits of the Exclusive Economic Zone, an area of about 3.4 million square nautical miles.
The Communications Specialist's job will consist of developing, executing, and managing
comprehensive strategic communications plans, strategies and messaging for internal and
external OCS customers. Create communications projects that effectively describe and
promote the organization and its products including graphics, product collateral, logos, or other
promotional products. Analyzes customer requirements, develops plain language messaging,
communicates project development and drives creative development processes. Work with
scientific and technical staff to write blog posts and craft social media campaigns. Typically
reports to supervisor or manager. Strong writing and editing skills. Gaining exposure to
some of the complex tasks within the job function. Occasionally directed in several aspects
of the work.
Communications Specialist tasks are as follows:
• Review client’s existing images, messages, strategies, plans, programs and/or products and communicates/delivers them to the public through appropriate media (e.g., print, broadcast, Internet, etc.) to achieve desired objectives in communications campaigns.
• Organizes and launches events, conferences, press briefings, photo opportunities, exhibitions, tours, and visits as needed. Historically, there are up to 12 of these events in a calendar year.
• Manages deadlines, adheres to protocol, and plans for any logistical/technical requirements. Develops and distributes media advisories, alerts, releases, and press kits, and makes pitch calls prior to major events, press briefings, or major news story releases to ensure maximum media attendance and/or coverage.
• Establishes relationships with both national and local media, as well as specific media outlets. Compiles and maintains extensive national and targeted media contact lists/databases. Provides media outreach assistance to local community-based organizations to increase local coverage and raise community awareness of specific services and topics.
• Conducts follow-up evaluation of outreach efforts and event outcomes utilizing various resources, including tracking sigma encoding, press clipping services, surveys, and phone calls, to improve future outreach efforts.
• Maintains comprehensive media event files from pre-planning, production, and post-event phases. Tracks topic related media on a daily basis to keep team and client informed of issues affecting outreach efforts, forecasting trends, etc. Maintains an active clipping file by targeted populations, issues, etc. Initiates/develops communication management tools and tracking systems that will give the client and team access to information efficiently and effectively.
• Assists in the development of post-event communication audits for clients, complete with recommendations on how to make future projects more successful
• Proposes story concepts, gather information, write drafts, and obtain approvals. Prepare articles, press releases, web content, blog posts, and social media output.
• Obtains or prepares accompanying graphics or photos.
